Notice on the issuance of "administrative measures on construction project quota"

Measures for the administration of construction project quota

Chapter I general provisions

Article 1 these measures are formulated in accordance with relevant laws and regulations for the purpose of standardizing the management of construction project quota (hereinafter referred to as quota), reasonably determining and effectively controlling the project cost, and better serving the project construction.

Article 2 these measures shall apply to various quotas issued by the administrative departments of housing and urban development under the state council, the administrative departments of housing and urban development at the provincial level and the competent industrial departments (hereinafter referred to as the competent departments).

Article 3 the quota mentioned in these measures refers to the quantitative basis of labor, materials, construction machines and tools, days of construction period and relevant rates etc. consumed in the completion of qualified construction and installation works with specified measuring units under normal construction conditions.

Norm is the basis that state capital invests project to compile investment estimate, design estimate estimate and highest bid limit price, offer reference to other project only.

Article 4 quota management includes quota system and plan, formulation and revision, release and daily management.

Article 5 quota management shall follow the principles of unified planning, division of responsibilities, scientific compilation and dynamic management.

Article 6 the administrative department of housing and urban development under the state council shall be responsible for the administration of unified quotas nationwide, and shall guide and supervise the implementation of various quotas nationwide.

The competent department of the trade shall be responsible for the quota administration of the trade;

The provincial administrative departments in charge of urban and rural housing construction shall be responsible for quota management within their respective administrative areas.

The specific work of quota management shall be in the charge of the construction project cost management institutions subordinate to the competent departments.

Chapter 2 system and plan

Article 7 each competent department shall compile and perfect the corresponding quota system table and adjust it in due course.

The administrative department of housing and urban development under the state council shall be responsible for formulating unified requirements for the compilation of quota system. The competent departments of various industries and the administrative departments of housing and urban-rural development at the provincial level shall, in accordance with unified requirements, compile and improve the quota system tables for their respective industries and regions and submit them to the administrative departments of housing and urban-rural development under the state council.

The housing urban and rural construction administrative department under the state council shall compile and issue the national quota system table based on the quota system table submitted by the competent departments of various industries and the provincial housing urban and rural construction administrative department.

Article 8 each competent department shall, according to the needs of project construction and development and in accordance with the relevant requirements of the quota system, organize the engineering cost management organ to work out the annual work plan of quota, and define the work tasks, work priorities, main measures, schedule arrangement and working funds, etc.

Chapter iii formulation and revision

Article 9 the formulation and revision of quotas include formulation, overall revision, partial revision and supplement.

(1) new quotas shall be formulated in time for new types of projects and new requirements for the modernization of the building industry, green buildings, building energy conservation and other projects.

(2) for quotas that have been comprehensively updated and cannot meet the needs of project valuation, the quotas that have been issued and implemented for more than five years shall be comprehensively revised.

(3) for quotas which are partially adjusted to relevant technical regulations and specifications and cannot meet the needs of project valuation, and for quotas which are no longer suitable for the needs of project valuation, local revisions shall be made in a timely manner.

(4) for the new technologies, new processes, new materials and new equipment that appear in the project construction after the issuance of the quota, the supplementary quota shall be formulated in time according to the needs of the project construction.

Article 10 quotas shall be prepared in accordance with uniform rules. Terms, symbols and measuring units shall strictly comply with relevant national standards and specifications, and be standardized in format, precise in language and accurate in data.

Article 11 the quota shall reasonably reflect the actual situation of project construction, reflect the average social level of project construction, and actively guide the application of new technologies, new techniques, new materials and new equipment.

Article 12 all competent departments may, by purchasing services and other means, give full play to the fundamental role of enterprises, scientific research institutions, mass organizations and other social forces in the compilation of engineering quota, so as to make it more scientific and timely. Encourage enterprises to work out enterprise quotas.

Article 13 the formulation, overall revision and partial revision of quotas shall be carried out in accordance with the five steps of preparation, preparation of the first draft, soliciting opinions, examination, approval and release.

(1) preparation: according to the quota work plan, the construction project cost management institution shall organize the personnel with certain engineering practical experience and professional technical level to set up an establishment group. The compilation group is responsible for drawing up the work outline, and the construction project cost management institution is responsible for reviewing the work outline. The main contents of the work outline should include: task basis, establishment purpose, establishment principle, establishment basis, main contents, main problems to be solved, establishment team personnel and division of labor, schedule arrangement, establishment source of funds, etc.

(2) prepare the first draft: group work according to the outline to carry out the investigation and study, further norm unit using information, widely collected data, the establishment of the major issues or technical issues, should be measured to verify or project meeting, and to form the corresponding report, on this basis, through the project and level estimates compiled after the quota first draft.

(3) solicit opinions: the construction project cost management institution organizes experts to conduct preliminary examination of the draft quota. Preparation group according to the quota preliminary review comments to modify the completion of the quota for comment draft. The draft for soliciting opinions shall be publicly solicited by the competent departments or the construction project cost management organizations authorized by them. The period for comment is usually one month. The draft for comments includes the text and compilation notes.

(4) review: the construction project cost management institution organizes the compilation group to revise according to the opinions solicited and then forms the quota submission document. Documents submitted for examination should include the text, preparation of instructions, for comments processing summary table.

The examination of quota submission documents usually takes the form of examination meeting. The review meeting shall be organized and convened by the competent departments, and the participants shall be composed of experienced expert representatives and compilation team members, etc. The review meeting shall form meeting minutes.

(5) approval and release: the organization and preparation group of the construction project cost management institution shall modify the documents submitted for examination according to the review opinions of the quota documents, and then form the documents for approval, which shall be submitted to the competent departments for approval. Documents submitted for approval include the text, preparation of reports, review meeting minutes, review opinions processing summary table, etc.

Article 14 after the work of quota formulation and revision is completed, the compilation group shall submit the basic data and results such as calculation draft to the construction project cost management agency for filing.

Chapter iv release and daily management

Article 15 quotas shall be uniformly named and numbered in accordance with the rules formulated by the housing and urban-rural development department under the state council.

Article 16 after the issuance of quotas by provinces, autonomous regions, municipalities directly under the central government and industries, their competent departments shall report to the administrative department of housing and urban construction under the state council for the record.

Article 17 the construction project cost management institution shall be responsible for the daily management of quota, with the main tasks as follows:

(1) it shall solicit opinions from the public every year, conduct in-depth market surveys, collect opinions and new requirements of the public and the parties to the project construction on the quota, and put forward Suggestions on handling the quota;

(2) to organize and carry out propaganda and implementation of quotas;

(3) to be responsible for collecting and sorting out the data concerning the interpretation and implementation of quota;

(4) to organize and supervise the implementation of quotas;

(5) to set up an expert database on quota compilation and strengthen the construction of quota management team.

Chapter v funds

Article 18 all competent departments shall, in accordance with the requirements of the circular of the ministry of finance and the national development and reform commission on promulgating the cancellation and suspension of the collection of 100 administrative institutional fee items (finance summary [2008] no. 78), actively coordinate the financial departments at the same level to guarantee a quota of relevant funds in the financial budget.

Article 19 the use of quota funds shall conform to the national, industrial or local financial management system, be used exclusively for special funds, and be subject to the supervision and inspection of relevant departments.

Chapter vi supplementary provisions

Article 20 the administrative department of urban and rural housing construction under the state council shall be responsible for the interpretation of these measures.

Article 21 the administrative departments and trade departments in charge of urban and rural housing construction at the provincial level may formulate detailed rules for implementation in accordance with these measures.

Article 22 these measures shall go into effect as of the date of promulgation.
