The national development and reform commission and the ministry of housing and urban-rural development jointly issued the guiding opinions on promoting the development of whole-process engineering consulting services.

Recently, the national development and reform commission, housing in urban and rural areas issued by the ministry of construction jointly on the "instructional advice on promoting the development of the whole process of engineering consulting services (hair change investment rules [2019] no. 515, hereinafter referred to as the" guidelines "), in the field of housing construction and municipal infrastructure promote the development of the whole process of engineering consulting services, enhance the level of scientific decision making of investment in fixed assets, further perfecting the construction organization mode, promoting the development of high quality.



"Guiding opinions" points out that since the reform and opening up, China's engineering consulting service has been developing rapidly in marketization and specialization, and formed consulting service formats such as investment consulting, bidding agency, survey, design, supervision, cost, project management and so on. With the gradual improvement of the construction level of fixed asset investment projects in China, in order to better realize the intention of investment and construction, investors or construction units in the process of fixed asset investment project decision-making, engineering construction, project operation, the demand for comprehensive, cross-stage, integrated consulting services is increasing. The contradiction between this demand and the single service supply mode caused by the current system is increasingly prominent. Therefore, it is necessary to innovate the organization and implementation mode of consulting service, and vigorously develop the whole-process engineering consulting service mode which is market-oriented and meets the diversified needs of the client.



The guiding opinions put forward a series of policies and measures from the aspects of encouraging the development of various forms of whole-process engineering consultation, focusing on cultivating the whole-process engineering consultation mode, optimizing the market environment, and strengthening guarantee measures.



The first is to clarify the development of the whole process of engineering consulting two focus points. "Guidance" adhere to the principle of combining market cultivation and government guidance, encourage consulting unit according to the market demand, from the investment decision-making, project construction and operations perspective, the total project life cycle across stage advisory service portfolio or different types of consulting services within the same phase combination, develop various forms of the whole process of engineering consulting service mode. At the same time, based on key links and combined with the needs of high-quality development of investment and improvement of engineering quality, the guidance focuses on cultivating comprehensive consultation on investment decision-making and whole-process consultation on engineering construction in the two stages of project decision-making and construction implementation, and points out the development direction and implementation path for advancing the whole-process engineering consultation.



The second is to clarify the investment decision comprehensive consultation content and way. "Guiding opinions" requires comprehensive consultation on investment decisions to consider all factors affecting the feasibility of the project, including all special evaluation and evaluation into the feasibility study and overall demonstration, to improve the scientific level of decision-making. Comprehensive consulting services for investment decisions may be provided by engineering consulting units through market cooperation, entrustment of professional services, or jointly with service organizations with corresponding qualifications. The guidance encourages engineering consulting units incorporated into the self-regulatory management system of relevant industries to provide comprehensive consulting services, and encourages consulting engineers (investment) to be responsible persons of comprehensive consulting projects.



Thirdly, the content and conditions of consultation in the whole process of project construction are clarified. "Guiding opinions" encourages the implementation of the whole process consultation of project construction, and the consulting unit provides the whole process consultation services such as tendering agency, survey, design, supervision, cost and project management. According to the guiding opinions, when providing survey, design, supervision or cost consultation services, the consulting units in the whole process of project construction shall have the qualification conditions corresponding to the project scale and entrusted content. Such enterprise qualification requirements comply with laws, regulations and relevant policies. The guiding opinions set higher requirements for the qualification of the person in charge of the consulting project in the whole process of engineering construction: the person shall obtain the registered professional qualification of engineering construction, hold the senior title of engineering or engineering economics, and have similar engineering experience. The person in charge of the project survey, design, supervision or cost consultation in the whole process of project construction consultation service shall have the corresponding professional qualification stipulated by laws and regulations.



The fourth is to clarify the whole process of engineering consulting service remuneration calculation method. According to the guiding opinions, the remuneration for whole-process engineering consulting services may be listed in the project investment, or be paid according to the expenses listed in the project investment for the special services (investment consulting, bidding agency, survey, design, supervision, project management, etc.). The remuneration for the whole-process engineering consulting service can be calculated according to the combination of the special service fees and the corresponding overall management fee, or it can be calculated according to the method of labor cost plus remuneration. Investors or construction units are encouraged to reward consulting units according to the investment saved by consulting services.



In addition, the guidance clarifies the division of responsibilities of departments to promote the development of whole-process engineering consulting services, as well as measures to strengthen government supervision and industry self-discipline to ensure the sustainable and healthy development of whole-process engineering consulting services.
