The administrative measures have promoted three categories of indicators for housing construction and municipal infrastructure projects and clarified five categories of control indicators.



Improve the star rating of green buildings. New civil buildings within the scope of urban construction land shall be constructed in accordance with the green building standard of one star or above. The construction of buildings with government investment or dominated by government investment, large public buildings with a floor area of more than 20,000 square meters and residential communities with a floor area of more than 100,000 square meters shall be carried out in accordance with the green building standards of two stars or above.



We will improve energy efficiency in buildings. The current 75% energy-saving design standard for urban residential buildings will gradually reach over 90% energy-saving design standard for ultra-low-energy buildings. Public buildings shall gradually meet the energy conservation design standards of over 85% for ultra-low-energy buildings, up from the current standards of 65%.



Improve the main structural design service life index of housing buildings. Kindergartens, schools, hospitals, pension buildings, stadiums, theatres, museums, libraries, shopping malls, transport hub crowded public buildings such as the main structure, classification of seismic fortification standards shall, in accordance with the construction projects in key fortification, special fortification requirements strengthen aseismic measures, promote the use of shock isolation, energy dissipation technology.



Make clear the index of urban road design control. The designed service life of urban expressway, trunk road and secondary trunk road of asphalt concrete pavement shall not be less than 15 years; The designed service life of urban expressway and trunk roads with cement concrete pavement shall not be less than 30 years, and secondary trunk roads shall not be less than 20 years.



The control index of urban flood control design recurrence period is clarified. Ⅰ level protection grade urban flood return period of not less than 200 years, Ⅱ level protection grade urban flood return period of 100-200, Ⅲ level protection grade urban flood return period of 50 years to 100, Ⅳ level protection grade urban flood return period of 20 to 50 years.



The control index of urban waterlogging design recurrence period is clarified. The design and recurrence period of waterlogging control in large cities is 30 to 50 years, and that in medium-sized cities and small towns is 20 to 30 years.



Make clear the control index of design service life of underground pipe network. The designed service life of urban gas pipelines shall not be less than 30 years, and the designed service life of users' gas pipelines buried in secret shall not be less than 50 years.



Make clear the index of controlling the design life of municipal infrastructure project. In case of seismic fortification of main structures such as urban subways, integrated pipe corridors, expressways and Bridges on main roads, as well as large Bridges and important municipal facilities on other roads, seismic measures shall be strengthened in accordance with the requirements of key fortification, and the designed service life of main structures shall not be less than 100 years.
